Organizational Context

The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) was established by the General Assembly (Resolution 77/301) to clarify the fate and whereabouts of all missing persons in the Syrian Arab Republic and to provide adequate support to victims, survivors, and the families of those missing.

We are recruiting a Senior Human Rights Officer to provide strategic leadership within the Executive Office. This is a pivotal role for a seasoned human rights professional capable of navigating complex political landscapes to deliver on a sensitive humanitarian mandate.

Crucial Deployment Note: While this position is currently located in Geneva, Switzerland, the duty station is subject to change based on operational needs. Applicants must be willing to accept reassignment to Damascus, Syria, or other relevant locations as the Institution’s operations evolve.

Position Mandate

Reporting directly to the Head of Entity (or their designee), you will serve as a principal advisor on human rights strategy and operations. Your mandate is to lead the formulation of policies and mechanisms that facilitate the search for missing persons while ensuring a victim-centered approach.

You will manage diverse teams, coordinate with international stakeholders, and ensure that the Institution’s work adheres to the highest standards of independence, impartiality, and accuracy.

Key Responsibilities

Strategic Leadership & Policy

  • Advise the Head of Entity on strategies to clarify the fate of missing persons, integrating forensic, legal, and psychosocial perspectives.
  • Formulate policies that ensure the full and meaningful participation of victims, survivors, and families in the Institution’s work.
  • Lead the development of the Institution’s work program, ensuring alignment with the General Assembly mandate and international human rights law.

Stakeholder Engagement & Advocacy

  • Facilitate high-level dialogue with Member States, parties to the conflict, and international organizations to secure cooperation and access to information.
  • Coordinate with civil society organizations and family associations to ensure their voices shape the Institution’s operational priorities.
  • Represent the IIMP in intergovernmental forums and strategic meetings.

Operational Management

  • Oversee the preparation of complex analytical reports for the General Assembly and other bodies.
  • Manage human and financial resources within the assigned unit, fostering a culture of accountability and performance.
  • Ensure rigorous risk management and data protection protocols are applied to sensitive information regarding missing persons.

Candidate Profile

We require a leader with extensive experience in human rights, transitional justice, or the issue of missing persons in conflict settings.

Essential Qualifications

  • Education: Advanced university degree (Master’s or equivalent) in Law, Human Rights, Political Science, or International Relations.
  • Experience: A minimum of 10 years of progressively responsible experience in human rights, political affairs, or international relations.
  • Specific Expertise: Proven experience in the management of complex human rights programs, preferably related to missing persons, enforced disappearances, or forensic investigations.
  • Management: Demonstrated success in leading teams and managing resources in a multilateral environment.

Competencies

  • Languages: Fluency in English is required. Working knowledge of Arabic is highly desirable given the context of the mandate.
  • Professionalism: Ability to remain impartial and effective in highly politically charged environments.
  • Judgement: Strong diplomatic skills and the ability to make sound decisions under pressure.
