Organizational Context
Vétérinaires Sans Frontières Germany (VSF Germany) is a non-profit organization dedicated to supporting people whose livelihoods rely on livestock. Since 1998, we have worked extensively across the Greater Horn of Africa, partnering with pastoral and agro-pastoral communities to strengthen food security and resilience.
We are currently recruiting a Program Manager to provide strategic leadership for our Uganda Country Program. This is a senior role designed for a technical expert capable of managing complex projects, staff, and donor relations in a dynamic environment.
Position Mandate
The Program Manager serves as the head of the country portfolio. Your mandate is to oversee the operational and technical implementation of projects while representing VSF Germany to government authorities, donors, and partners.
You will manage the full project cycle, from proposal development to final reporting, ensuring that our interventions deliver tangible impact for the communities we serve. This position requires frequent travel to remote, hard-to-reach areas to supervise activities and support field teams.
Key Responsibilities
Strategic Program Management
- Lead the development and implementation of project work plans, ensuring alignment with VSF Germany’s mission and donor requirements.
- Exercise prudent financial oversight, managing project budgets in close cooperation with the finance team and consultants.
- Develop project concept notes and high-quality proposals to secure funding and expand the country program.
Operations & Compliance
- Supervise the financial, logistical, procurement, and administrative functions of the country program.
- Ensure strict adherence to VSF Germany policies and donor regulations across all operations.
- Manage the recruitment of service providers and oversee third-party contracts to ensure quality service delivery.
Stakeholder Coordination & Representation
- Represent VSF Germany at key stakeholder meetings, workshops, and technical working groups within Uganda.
- Maintain effective communication with donors and partners to facilitate smooth project implementation.
- Collaborate with stakeholders to monitor impact and document lessons learned.
Team Leadership & Capacity Building
- Mentor and supervise program team members, fostering a culture of productivity and high morale.
- Facilitate knowledge exchange and accountability within the project team.
Candidate Profile
We are looking for a leader with a strong technical background in the livestock sector and proven management experience in the NGO context.
Essential Qualifications
- Education: Bachelor’s Degree in Veterinary Medicine, Animal Production, or Biological Sciences from a recognized university. A Master’s Degree is an added advantage.
- Experience:
- At least 7 years of field practice and technical experience.
- Minimum 5 years of proven project management experience within the NGO sector.
- Technical Skills: Strong understanding of livestock-based livelihoods and pastoralist contexts.
- Management: Ability to work impartially and effectively within a diverse team under strict deadlines.
Competencies
- Languages: Excellent working knowledge of English.
- Mobility: Willingness to travel extensively to remote field locations.
