Operational Context

The Famine Early Warning Systems Network (FEWS NET) is a leading global provider of objective, evidence-based food security information. Funded by the United States Government (USG), FEWS NET monitors acute food insecurity in countries worldwide to inform humanitarian response and policy decisions.

Chemonics International implements the FEWS NET Decision Support Team (DST). We are currently recruiting a Country Technical Manager (CTM) to join our team in Islamabad. This is a senior technical role responsible for ensuring the quality, timeliness, and accuracy of food security analysis in Pakistan.

Position Mandate

Reporting to the Country Technical Lead (CTL), you will serve as a key architect of our national monitoring system. Your primary mandate is to deliver rigorous early warning analysis that adheres to global standards, specifically the Integrated Phase Classification (IPC).

You will manage the production of critical decision-support products, including Food Security Outlooks and Price Watches. This role requires a technical expert capable of synthesizing complex data sets—ranging from agroclimatology to market trade flows—into actionable intelligence for the USG and the humanitarian community.

Key Responsibilities

Early Warning Analysis & Reporting

  • Lead the drafting of monthly reporting requirements, including Food Security Outlooks (FSOs), Updates, and Key Messages.
  • Ensure all analysis classifies the severity of acute food insecurity in strict alignment with the IPC protocols.
  • Respond rapidly to urgent USG inquiries regarding food security conditions, providing briefings within 24 hours when necessary.
  • Provide proactive early warning of acute threats, supporting efforts to mitigate food crises through clear, evidence-based communication.

Data Management & Monitoring

  • Maintain the national technical database, ensuring primary and secondary data sources are uploaded to the FEWS NET Data Warehouse (FDW).
  • Update the knowledge base of livelihood zone profiles, commodity trade flow maps, and seasonal monitoring calendars.
  • Develop national seasonal monitoring plans and participate in field assessments to verify conditions in areas of concern.

Partnership & Coordination

  • Collaborate with national partners, UN agencies, and NGOs to facilitate technical exchanges and consensus-building on food security conditions.
  • Represent FEWS NET at technical working groups and formal meetings, ensuring our analysis complements broader humanitarian efforts.
  • Support the Country Technical Lead in mentoring staff and strengthening the capacity of the in-country team.

Candidate Profile

We are looking for an analytical leader with a deep understanding of food security frameworks and the operational context in Pakistan.

Essential Qualifications

  • Education: Bachelor’s degree in Economics, Agricultural Economics, Agronomy, Nutrition, Climatology, or a related field. An advanced university degree is desirable.
  • Experience:
    • 6+ years of relevant experience with a PhD.
    • 10+ years of relevant experience with a Master’s degree.
    • 15+ years of relevant experience with a Bachelor’s degree.
  • Technical Expertise: Proven experience in food security information systems, early warning analysis, and IPC/CH protocols.
  • Authorization: Unrestricted work authorization in Pakistan is required.

Skills & Competencies

  • Communication: Excellent planning and report writing skills in English. Local language skills are desirable.
  • Collaboration: Demonstrated ability to liaise effectively with host governments, UN agencies, and remote technical teams.
  • Technology: Proficiency in MS Office. Skills in GIS applications and mapping are a distinct advantage.

Logistics & Travel

  • Location: Islamabad, Pakistan.
  • Travel: Regular travel within the country is required, with potential for regional or international travel subject to security conditions.
