Operational Context

The Centre for International Migration and Development (CIM), a joint operation of GIZ and the German Federal Employment Agency, places highly qualified experts with local employers in partner countries.

We are currently recruiting a Climate Change Advisor to work directly within the Ministry of Agriculture, Forestry and Fisheries (MAFF) in Cambodia. This is a strategic role designed to support the implementation of the country’s mitigation commitments under its Nationally Determined Contributions (NDC 3.0) and Long-Term Strategy for Carbon Neutrality.

Position Mandate

You will serve as an embedded technical lead within the Climate Change Office of MAFF. Your primary mandate is to unlock climate financing mechanisms and develop robust carbon market projects that align with national agricultural policies.

You will act as a bridge between technical implementation and strategic policy, ensuring that the Ministry has the capacity, frameworks, and project pipelines necessary to meet its international climate commitments under the Paris Agreement.

Key Responsibilities

Climate Finance & Carbon Markets

  • Drive the acquisition of climate financing to support mitigation commitments in the agricultural sector.
  • Develop a project pipeline for carbon markets, ensuring alignment with GIZ Cluster Climate and Agrifood Systems guidance.
  • Support the implementation of mitigation projects in at least two provinces, facilitating participation in voluntary carbon markets or government-to-government trading under Article 6 of the Paris Agreement.
  • Design a comprehensive carbon markets guideline specifically for the agricultural sector.

Policy Formulation & Mainstreaming

  • Advise the Climate Change Office on the formulation and monitoring of climate-related policies, strategies, and plans.
  • Streamline climate change considerations into all agricultural policies and programs at MAFF, ensuring adherence to international best practices.
  • Manage reporting requirements under the UNFCCC and other international frameworks.

Institutional Capacity Building

  • Strengthen the organizational capacity of the Climate Change Office.
  • Transfer technical know-how regarding climate processes, policy formulation, and reporting standards to national staff.

Candidate Profile

We are looking for a technical expert with a deep understanding of the intersection between agriculture, climate change, and international finance.

Essential Qualifications

  • Experience: At least 5 years of professional experience in climate change mitigation and adaptation with a specific focus on agriculture.
  • Technical Expertise: Strong background in climate finance, carbon markets, and the development of carbon projects.
  • Global Frameworks: Comprehensive knowledge of international climate agendas, NDCs, and UNFCCC reporting mechanisms.
  • Regional Experience: Previous work experience in Southeast Asia is considered a significant asset.

Languages

  • English: Business fluency is required.
  • German: Proficiency is required (as indicated in the source requirements).
