Strategic Mandate
The Scientific and Technical Advisory Panel (STAP) is an independent body that provides objective, strategic scientific and technical advice to the Global Environment Facility (GEF). Administered by UNEP, the Panel ensures that GEF policies, operational strategies, and projects are grounded in the best available science.
We are currently seeking a distinguished scientific leader to serve as the Chair of the STAP. This is a high-profile role within the global environmental architecture. The Chair serves as the primary interface between the scientific community and the GEF Council, guiding the investment of billions of dollars into environmental protection and sustainable development.
Position Scope
The Chairperson leads the Panel members and the Secretariat to deliver on the STAP’s mandate. You will provide intellectual leadership, ensuring that the advice provided to the GEF is relevant, timely, and scientifically rigorous.
You will act as the primary spokesperson for the STAP at GEF Council meetings and international forums. Your role is to bridge the gap between complex scientific evidence and actionable policy, advising on cross-cutting issues such as climate change, biodiversity loss, and chemical pollution.
Key Responsibilities
Strategic Leadership & Advisory
- Provide high-level strategic guidance on the scientific and technical aspects of GEF policies, operational programs, and project pipelines.
- Lead the formulation of STAP’s work program, ensuring it addresses emerging environmental trends and the strategic priorities of the GEF partnership.
- Advise the GEF CEO and Council on scientific gaps and opportunities for innovation in environmental finance.
Representation & Governance
- Serve as the official spokesperson for STAP, representing the Panel’s collective views at GEF Council meetings, Assemblies, and inter-agency gatherings.
- Convene and chair STAP meetings, fostering consensus among Panel members on complex technical issues.
- Assign Panel members to represent STAP in specific thematic task forces or conventions.
Operational Oversight & Quality Assurance
- Oversee the scientific quality of STAP’s screening of GEF projects and programs.
- Guide the development of advisory products, screening guidelines, and technical papers.
- Provide expert input into the monitoring and evaluation frameworks of the GEF to assess impact and performance.
Candidate Profile
We are looking for an eminent scientist with a global reputation and a proven track record at the interface of science and policy.
Essential Qualifications
- Scientific Eminence: An advanced university degree (PhD preferred) in environmental sciences, natural resource management, or a related discipline. A strong publication record is expected.
- Leadership Experience: Extensive experience leading scientific bodies, research institutes, or high-level advisory panels.
- Policy Acumen: Demonstrated ability to translate complex scientific concepts into policy advice for decision-makers in governments and international organizations.
- Global Perspective: Deep understanding of the global environmental facility architecture and the challenges facing developing nations.
